What does the employment white paper mean?

What does the employment white paper mean? Having been though the 264 pages, in my opinion, this is just a  wish list, dream, or how the Government would like to see things. There is very little detail about how we will achieve what the Government sees as the future of work, and no time frames on when changes will be implemented. Whitepaper or Whitewash?
